Member Profile: Paul Francoeur

The Presumpscot River has a good friend in Paul Francoeur, Chief Operator at the Westbrook/Gorham Regional Wastewater Treatment Plant. Paul started his career in wastewater while enrolled at the Southern Maine Vocational Technical Institute in the early 1970’s. Encouraged by a friend, Paul enrolled in a new program at the school which allowed them the immediately begin working in the wastewater field. He has enjoyed it ever since.

Born and raised in Westbrook, Paul spent his early years working at the Lewiston wastewater facility. However, upon the commissioning of the Westbrook facility (October, 1977), he quickly joined the staff as a senior operator, eventually becoming the chief operator a year later, a position that he has fulfilled ever since.

The Westbrook facility, owned and operated by the Portland Water District, serves a portion of Gorham and Westbrook with a total service population of 17,000. The plant currently receives about 50% of its design rated flow of 4.54 mgd. Eventually, the service population will increase with the expected closure of the Little Falls Wastewater Treatment Facility and the expected growth in the area.

Paul is looking forward to some of the expected future changes at the treatment facility, including a new headworks facility, the additional flow they would receive from Little Falls and the possibility of additional sewered population within the Standish area. Paul has enjoyed his time with the District, specifically the unique aspects of working for a quasimunicipal authority.

Paul and his wife Jo enjoy fishing and canoeing together and have recently gotten into sea kayaking. They have two daughters, one living in Phoenix, AZ and the other in Falmouth, ME. The two common themes that emerged from talking with individuals that have known Paul over the years is his dedication to his family and his commitment to the environment and the Presumpscot River.

The Westbrook facility, known for its clean appearance and professional approach, is in good hands with Paul Francoeur at the helm.
