PRESIDENT
|

FUNCTION
The
President holds the highest office in our organization, and
as such, is responsible for all activities, decisions, and
policies of the Association during his or her tenure.
The President shall direct and ensure that the
efforts of the Executive Committee fulfill the needs of the
membership.
DUTIES
1.
Is the Chair of the Executive Committee, and
therefore directs their activities including agendas for
each Executive Committee meeting.
2. Presides at all meetings and conventions of the
Association.
3. Assigns specific tasks for the various committees, as
deemed necessary, along with evaluating the effectiveness of
all committees.
4. Directs and leads the elected officers as required to
fulfill the Association's needs.
5. Is empowered to make decisions necessary to the
day-to-day needs of the Association between Executive
Committee meetings.
6.
Appoints or re-appoints committee chairpersons each
year.
7.
Shall receive all committee reports and take
appropriate action on any recommendations made.
8.
Responsible for providing direction to the MMA
Representative in relation to the needs of the Association.
9. Works with the Secretary/Treasurer in developing a
working budget for submittal to the Executive Committee no
later than the February meeting.
10. Insures there is coordination of all activities
concerning the Association's conventions.
11. Insures any proposed bylaw amendments are printed and
distributed to the membership at least thirty (30) days
before any convention.
12. Assists the Awards committee in preparation for the
Roger Gagne Award (to be presented at the Fall Convention).

13. Determines if/who should receive the President's
Service Award (to be presented at the Fall Convention).

14. Forms nominating committees as necessary for EPA,
DEP, NEWEA, etc. awards.

15. Attends MMA's October convention to represent the
Association.
16. Attends NEWEA's Spring and Fall Conventions at the
expense of the Association.
17. Approves any issuance of checks in excess of $500.00.
18. Coordinates and insures that "CLEAN WATER
WEEK" is presented in the fashion intended by the
Executive Committee.
19. Initiates the review of the present year's
Administrative Guide during the October Executive Committee
meeting. Assigns
such work as necessary to be done so that a final version
will be completed for the new Administration by their
January meeting.
20. Ensures that all year-end committee summaries are
submitted to the NEWWN by beginning of November.
21. Presents the Immediate Past President with a Past
President's Award at the Spring Convention.
22. Meets on a frequent basis with DEP Commissioner and
Bureau Chiefs to communicate on issues of mutual importance.
23. Communicates with members, citizens, outside
agencies, and other groups on Association activities.
24. Oversees Administration of MWWCA Scholarship Fund.

FIRST
VICE PRESIDENT

FUNCTION
The
First Vice President holds the second highest office in our
organization. This
person shall act in place of the President if he or she is
unable to complete their term because of illness or absence.
The First Vice President reports directly to the
President.
DUTIES
1. Assist the President in the performance of his or her
prescribed duties or other tasks as assigned by the
President.
2. Shall preside at meetings and/or conventions in the
absence of the President or at the request of the President.
3.
Insures that the actions of the Association conform
with its constitution and bylaws.
4. Review minutes of committee(s) meetings to determine
if any actions may require amendments.
5. Inform the Executive Committee of possible
non-compliance with the Association's bylaws.
6. Develop and submit for Executive Committee, when
requested, draft amendments.
7. Insures that proposed bylaw changes are distributed
to the membership thirty (30) days before any convention.
8. Insure that any printed/distributed bylaws reflect
approved changes.
9. Assist in monitoring/developing long range goals or
needs of the Association.
This can include but is not limited to such items as;
membership, certification, legislation, and training.
10. Assist in the solicitation of technical programs for
the Association's Specialty Conference and Fall Convention.
11. Helps coordinate the activities of Specialty
Conference and Fall Convention as directed by the President.
12. Attends the NEWEA's January Convention to insure
MWWCA has proper representation.
13. Insures that there are active lines of communications
between MWWCA and other organizations (i.e., DEP, NRCM,
etc.) under the direction of the Executive Committee.

SECOND
VICE PRESIDENT

FUNCTION
The
Second Vice President holds the third highest office in our
organization. This
person shall act in place of the First Vice President if he
or she is unable to complete their term because of illness
or absence. This
position reports directly to the President.
DUTIES
1. Assist the President in the performance of his or her

Operator Creativity Table at the Fall Convention (i.e.,
notification/solicitation or entries, publications, notices,
prizes, and formation of a judges panel).
8. Performs such other duties as may be assigned by the
President.
9. Choose dates and locations for MWWCA Convention for
the year that he or she will be President.

Sits on the Personnel
Advancement Committee to serve as a liason

IMMEDIATE
PAST PRESIDENT

FUNCTION
The
Immediate Past President shall hold a position on the
Executive Committee to insure there is a continuity of
management in the activities of the Association.
His/her major function shall be to act as an advisor
to the Executive Committee.
DUTIES
1.
May be appointed or serve in any capacity as
requested by the President.
2. Insures that the actions of the Association conform
to its constitution and bylaws.
a. Review minutes of committee(s) meetings to determine
if any actions may require amendments.
b. Inform the Executive Committee of possible
non-compliance with the Association's bylaws.
c. Develop and submit for Executive Committee, when
requested, draft amendments.
3.
Assist in monitoring/developing long range goals or
needs of the Association.
This can include but is not limited to such items as;
membership, certification, legislation, and training.
4. Assist in the solicitation of technical programs for
the Association's Specialty Conference and Fall Convention.
5. Helps coordinate the activities of the Specialty
Conference and Fall Convention as directed by the President.
6.
Insures that there are active lines of communications
between MWWCA and other organizations (i.e., DEP, NRCM,
etc.) under the direction of the Executive Committee.
7.
Immediate Past President should perform a monthly
review of all financial activities as required by the
Financial Securities Policy.

SECRETARY/TREASURER
|

FUNCTION
The
Secretary/Treasurer is the financial officer of the
Association and is therefore is responsible for overseeing
MMA's maintenance and management of the Associations
checkbook, and administering other financial matters in
accordance with the Association’s Financial Securities
Policy.
The
MMA Representative performs secretarial duties of the
Association and therefore the Secretary/Treasurer assists or
performs those duties only as needed.
DUTIES
1.
a. Responsible
for approving disbursements by MMA prior to payment.
b.
Is responsible for reviewing and approving monthly
financial reports prepared by MMA.
2. Advises the Executive Committee of the actual and/or
projected financial condition of the Association by
comparing anticipated income to expenses in order to provide
for sound financial management of the Association.
3.
Makes a financial report to the general membership
during the business meetings during the Specialty Conference
and Fall Convention.
4. Reviews Executive Committee minutes to determine what
liabilities may affect the finances of the Association.
5. Assists the President in preparing the annual budget
of the Association. This
task must be accomplished no later than the February
Executive Committee meeting.
(Fiscal year is January 1 to December 31).
6. In the absence of the MMA Representative, performs
the secretarial duties of the Association.
7. Serves at pleasure of Executive Committee.
8. Oversees Administration of MWWCA Scholarship Fund.

AWARDS
COMMITTEE

FUNCTION
To
schedule and coordinate the nomination and selection of
awards recipients for awards given at the two MWWCA business
meetings, the NEWEA Convention, WEF and the DEP.
DUTIES
1.
Develop a calendar of Awards deadlines and criteria,
and coordinate the nomination and selection of recipients.
2. Develop on-going lists of past recipients.
3. List of Awards

COLLECTION
SYSTEMS COMMITTEE
|

FUNCTION
To
work with and represent the members of the Association
involved in the collection of wastewater.
DUTIES
1. Work with JETCC, and other training organizations,
and the Personnel Advancement Committee to develop training
for Collection System Workers.
2. Responsible for the administration of the NEWEA
Voluntary Collection Systems Examination.
3. Present the Charles Perry Award
4. Oversee the Charles Perry Trust Fund
5. Send Annual summary report and minutes of meetings to
the NEWWN, (electronically, if feasible)
6. Prepare and administer an annual budget for the
committee
7. Term of office of the chairperson shall be three

CONVENTION
/
VENDOR COMMITTEE
|

FUNCTION
To
provide for the MWWCA Spring Specialty Conference and Fall
Convention including arranging for the facilities, luncheon,
space for technical sessions, and for the vendor areas.
DUTIES
1. Begin arrangements with newly elected Second Vice
President to choose sites and dates for their convention.
2. Coordinate MWWCA Spring Specialty Conference and Fall
Convention.
3. Coordinate with facility for meeting areas and vendor
areas.
6. Work with vendors to try and meet their needs, and
attract new vendors.
7. Send Annual summary report and minutes of meetings to
the NEWWN, (electronically, if feasible)
8. Prepare and administer an annual budget for the
committee
9. Term of office of the chairperson is three years.

DEP
REPRESENTATIVE
|

FUNCTION
To
provide the Association with a direct means of communication
with the Department of Environmental Protection so issues of
mutual concern can be addressed.
DUTIES
1. Bring to the Executive Committee's attention proposed
regulatory changes which could affect the membership or
wastewater treatment facilities in Maine.
2. If the Executive Committee finds it necessary, direct
and assist in establishing contacts/meetings between
Executive Committee members and DEP's administrators should
it be beneficial.
a.
Requests position papers from MWWCA when an issue
appears to require it.
3. Inform
the Executive Committee on the status of operator
certification including submittal of test results to the
Association's publication editors.
4. Keep the Executive Committee up to date on various
state/federal awards which require MWWCA input.
5. Assist Awards Chairman in selection of Goodenow Award
and Regional Outstanding Plant Award recipients.
6. Work with President on DEP Certificate of Achievement
Award.
7. Perform other duties as requested by the President or
Executive Committee.

GOVERNMENT
AFFAIRS COMMITTEE
|

FUNCTION
To
promote legislation and regulations in the best interest of
the Association members, and to inform the members of new
legislation and regulations which may affect their
facilities.
DUTIES
1.
To organize a Committee to best address the needs of
the MWWCA, and schedule meetings as required dealing with
the issues as they come up.
2. The Chairperson shall represent the Committee at the
Executive Committee meetings, shall attempt to attend 75% of
those meetings, and shall keep the Executive Committee
abreast of new issues.
3. Develop and maintain a communications and resource
network with affiliated organizations.
a. The Natural Resource Council of Maine
b. The Maine Municipal Association
c. The Maine Water Utilities Association
d. The Maine Chamber of Commerce and Industry
e. The Paper Industry Information Office
f. The Maine Audubon Society
4. Track proposed legislation and regulations effecting
the members of the Association and, where appropriate,
prepare and deliver comment for the Association.
5.
Alert the membership on proposed or new legislation
and regulations to allow them to prepare their own comment
or be aware of their new requirements and obligations.

INDUSTRIAL
COORDINATOR

FUNCTION
To
stimulate membership and involvement by the industrial
wastewater sector in MWWCA.
To provide a direct means of communication between
the industrial sector and MWWCA Executive Committee on
issues of common concern.
DUTIES
1. Stimulate the industrial sector interest by providing
information on what MWWCA has accomplished and the potential
of the Association to be beneficial to the industrial
sector.
a.
Recruit membership from the industries through various
methods. Both
the municipal
and industrial
sectors have areas/issues of common interest.
2. Assist in providing a liaison in the dissemination of
information that may be of interest to industries.
3. Work with the Executive Committee in providing
technical sessions of interest for industries during the
Association's conventions.
4. Provide a means through which problems that are
unique to industries may be brought to the attention of the
Executive Committee.
5. Assist in developing policies, papers and public
relation programs that would be beneficial to both the
industrial and municipal wastewater treatment sectors.
6. Advocate adequate training of industrial operators in
cooperation with the Education Committee and/or JETCC.
7. Work with Awards Chairman to select Industrial Award
recipient.
8. Send Annual summary report and minutes of meetings to

9. Prepare and administer an annual budget for the
committee
10. Perform other duties as may be requested by the
President or Executive Committee.
