FUNCTION The MWWCA Laboratory Committee shall serve to provide a forum for MWWCA members to meet and discuss current issues regarding laboratory analyses associated with Wastewater Treatment Operations. Laboratory Committee Chairperson-duties: 1. Prepare an annual budget to be submitted to MWWCA President and Secretary/Treasurer 2. Submit articles for the Publication Committee at least once each year 3. Submit an annual report to the Publication Committee 4. Submit, when requested, comments on laboratory issues to Government Affairs Committee. 5. Contact guests for Laboratory Committee meetings to further the scope of the Committee 6. Attend monthly MWWCA Executive Committee meetings at least 75% of the time, and submit a Laboratory Committee Report for each Executive Committee Meeting 7. Contact potential Laboratory Committee members 8. Maintain an accurate mailing list of Committee members 9. Preside over all Laboratory Committee meetings 10. Encourage active participation from all Laboratory Committee members 11. Act as Liaison between the Laboratory Committee and the MWWCA Executive Committee 12. FUNCTION To encourage, promote, and retain the membership of the Association. DUTIES
2. Chairperson shall represent committee at Executive Committee meetings and attempt to make at least 75% of meetings. 3. Work with MMA representative to develop and maintain membership list and analyze changes in membership. 4. Maintain contact with MMA's Affiliate Coordinator. 5. Establish a data base of membership types, members, etc. to be utilized as needed to analyze, track and assess trends, costs, numbers and other pertinent information. 6. Work with Associate and Industrial Representative to develop a list of companies who are not but should be members of the Association. 7. Work with the President on 1998 Membership Drive. 8. Send Annual summary report and minutes of meetings to the NEWWN, (electronically, if feasible) 9. Prepare and administer an annual budget for the committee 10. Term of office of the chairperson shall be three years.
FUNCTION Through a service agreement, Maine Municipal Association provides MWWCA assistance in matters concerning the coordination of activities and act as advisor to our Association. DUTIES 1. Acts as the coordinator of the Association and attends the monthly Executive Committee meetings along with the two conventions. 2. Records minutes, types and distributes agendas and memos. 3. Maintains membership records, including providing a mailing list and labels for the Association's publications. 4. Shall provide coordination of special mailings, which will be used, for purposes, determined by the Executive Committee. 5. Shall assist Secretary/Treasurer in the collection and handling of revenue. 6. Provides monthly Financial Reports at Executive Committee Meetings. 7. Will maintain the Association's records as requested by the President or Executive Committee. 8. Shall act as the primary contact between MMA and MWWCA in matters of common concern. 9. Performs other duties as requested by the President.
FUNCTION The NEWEA Representative shall act as a liaison between the Executive Committee and NEWEA on issues of common concern or interest. DUTIES 1. Shall represent the Association in its views to the NEWEA Executive Committee. 2. Insures that there is ongoing communication between the two associations. 3. Shall keep the Executive Committee advised of what areas NEWEA could be of assistance. 4. Shall advise the Executive Committee of NEWEA issues or developments, which could affect the Association. 5. Shall assist in coordination of MWWCA's representation of NEWEA conventions. 6. Shall provide the NEWEA JOURNAL editor with any required articles concerning MWWCA's activities. 7. Shall be MWWCA's chairperson for NEWEA's operator awards selection committee. 8. Shall attend NEWEA Convention and the Washington, DC Congressional Breakfast at MWWCA's expense. 9. Coordinate Maine’s participation in the Operator’s Exchange Program, (In conjunction with the Personnel Advancement Committee. 10. Host the NEWEA President at MWWCA’s Spring Conference 11. Perform other duties as may be requested by the President or Executive Committee 12. Send Annual summary report and minutes of meetings to the NEWWN, (electronically, if feasible) 13. Prepare and administer an annual budget 14. Term of office is three years in accordance with NEWEA Guidelines.
FUNCTION Responsible for coordinating all details for the technical sessions of the MWWCA Spring Specialty Conference and Fall Convention, developing an MWWCA program for the MMA Convention, assisting the NEWEA Director in coordinating any NEWEA training in Maine, and administering the MWWCA scholarship program. DUTIES 1. Develop a Committee to accomplish the objectives and set up meetings to accomplish the required tasks. 2. The chairperson shall represent the Committee at the Executive Committee meetings and shall attempt to make 75% of those meetings. 3. Confirm all speakers, technical session titles, and monitors for the MWWCA Conference and Convention, get DEP approval for sessions, and provide for the needs of the sessions. 4. Work with MMA to develop an MWWCA program for their annual convention. 5. Coordinate the NEWEA Operator’s Exchange program with the NEWEA Representative 6. Coordinate the MWWCA Scholarship program. 7. Oversee Scholarship Trust Fund. 8. Term of office of the chairperson shall be three years.
FUNCTION To work with and represent the members of the Association affected by the EPA Pretreatment Program, and promote the goals of the Clean Water Act by reducing or eliminating pollutants which would adversely impact POTWS or the environment. DUTIES 1. Develop a committee to best represent those affected by pretreatment requirements, and schedule meetings to keep them updated on the regulations and methods of dealing with them. 2. Select the annual recipient of the Pretreatment Excellence Award 3. Track proposed legislation and regulations dealing with Pretreatment, and where appropriate, prepares comment. 4. Maintain relations with the EPA Pretreatment Coordinator, the DEP Pretreatment Coordinator, and others as follows: - Other areas of DEP (water quality, oil and hazardous waste, etc.) - EPA Water Quality Division, laboratory persons, and editor of EPA Pretreatment Bulletin. - NEWEA and WEF Pretreatment persons. 5. Chair to represent Committee at Executive Committee meetings and should attempt to make at least 75% of the meetings. 6. Term of office of the chairperson shall be three years.
FUNCTION The primary goal of the Maine Waste Water Control Association’s Publications Committee is to advance the technological and professional competence of the Maine wastewater industry through the communication of Association news and the publication of relevant technical and research information. We will have met our goal when we consistently provide a forum for any and all Association members to enhance their individual professional careers by contributing to the publication, thereby sharing their knowledge and experience. DUTIES The primary responsibilities of the Maine Wastewater Control Association Publications Committee Chairperson shall include the following: 1. Recruit and encourage active Committee involvement 2. Call to order and supervise no less than six regularly scheduled committee meetings per calendar year 3. Ensure that all Committee members are aware of proceedings to include, at a minimum, delivery of meetings agendas, publication requirements, and meeting minutes, all in a timely fashion 4. Coordinate the committee’s efforts to publish Association news and technical/research information in no less than six publications per calendar year 5. Act as primary liaison to the New England Water and Wastewater News publication staff to ensure one coordinated effort to meet all publication requirements 6. Assume responsibility for all published items 7. Represents the Committee, its membership, and all efforts before the MWWCA Executive Committee 8. Assume responsibility for developing and administering the Committee’s budget
FUNCTION To be responsible for the publication of the activities and accomplishments of the Association and its members. DUTIES 1. Develop the MWWCA activities for the annual observation of Clean Water Week. Including the following: a. mailing fliers b. judging contest entries c. notifying winners d. making arrangements for presentations at Fall Conference e. Arrange for the printing of the posters, and delivering framed copies to the Governor, Commissioner of DEP, and the Committee on Energy and Natural Resources. 2. Responsible for displaying the MWWCA booth at the MWWCA Conventions and other affairs where appropriate. a. MWWCA Fall Convention b. NEWEA Winter and Summer c. MMA Convention d. MWUA Convention e. Common Ground Fair f. Other events where appropriate (Water Festivals, Science Shows, etc.) 3. Attempt to improve the visibility of the MWWCA through press releases. 4. Develop an information packet describing the Association's Mission Statement, Function, and Activities to be distributed to interested parties in conjunction with the Membership committee. 5. Chair to represent Committee at Executive Committee meetings and should attempt to make at least 75% of the meetings. 6. Send Annual summary report and minutes of meetings to the NEWWN, (electronically, if feasible) 7. Prepare and administer an annual budget for the committee 8. Term of office of the chairperson is three years.
FUNCTION To promote the safe and beneficial use of Biosolids through land spreading and composting, and to work with and represent the membership with regard to all areas of sludge disposal, including landfilling and incineration. The Residuals Management Committee is concerned with all issues relating to the responsible management and disposal of wastewater treatment sludge (recently other residuals have also become a concern, including screenings and grease, etc.). Beneficial reuse of sludge is a goal supported by the Association, and is a primary focus of the Committee. As such, the following tasks are expected: DUTIES 1. Maintain a Biosolids booth to display at the Common Ground Fair, Farm Days, etc. 2. Maintain an awareness of issues facing the beneficial use of these products. 3. Inform the membership of important issues, which may impact their utilization programs. 4. Maintain close ties with the Government Affairs Committee to deal with governmental and regulatory issues affecting the beneficial use of these products. 5. Serve as a clearing house within the wastewater treatment community for information on sludge disposal practices within Maine 6. Develop programs to promote the beneficial use of Biosolids. 7. Solicit sales of MWWCA Biosolids Video and brochure to interested parties when appropriate with MWWCA Sales Policy DUTIES
OF THE CHAIRPERSON 1. Attend Executive Committee meetings (min. expectation 75%). 2. Prepare Committee reports to submit to the Executive Committee. 3. Hold regular Committee meetings (suggested schedule 6 per year). 4. Send Annual summary report and minutes of meetings to the NEWWN, (electronically, if feasible) 5. Prepare and administer an annual budget for the committee 6. Prepare meeting agendas and provide (or assign) meeting minutes to all Committee members. 7. Coordinate Association representation at appropriate public events 8. Serve as a public spokesperson for the Association on sludge and residuals related items. Coordinate responses to negative and erroneous information at public meetings and in the media. 9. Work with the Government Affairs Committee to respond to pending legislation and proposed regulations. 10. Maintain a current list of Committee members and other resources 11. Insure the Committee maintains contact with NEWEA Residuals Management Committee. 12. Estimated time commitment is variable from a minimum of 6 hours per month to as much as 25 hours per month
FUNCTION To keep the MWWCA membership updated on current and proposed Federal and State laws and regulations pertaining to safety and to develop training and aids to promote safety. DUTIES 1. Develop a committee and schedule meetings. 2. Develop relations with other safety organizations.
3. Update MWWCA Safety Guide. 4. Annual summary report and minutes of meetings to the NEWWN, (electronically, if feasible) 5. Prepare and administer an annual budget for the committee 6. Chair to represent Committee at Executive Committee meetings and should attempt to make at least 75% of the meetings. 7. Term of Office of the chairperson shall be three years.
FUNCTION The goal of this Committee is to promote the development of Operations Challenge Teams throughout the State, coordinate the State Competition at the MWWCA Spring Specialty Conference, and send the winning team to the NEWEA Summer Convention. DUTIES
FUNCTION Created to work with the Maine Department of Environmental Protection to continuously improve the Maine Wastewater Treatment Plant Operator Certification Examination through the continuous improvement process. This process includes working with the Wastewater Treatment Plant Operations community to work on periodic revisions of the Operator Certification Examination.
