The Department would like to recognize Jeff Demers of the City of Biddeford Public Works Department. Jeff is the Collection System Supervisor for the City of Biddeford and oversees operation of the Biddeford Pool Treatment Plant.

Jeff is completely dedicated to the public he serves and the environment he is charged with protecting. His accomplishments are numerous and very impressive:

-Instrumental in developing and implementing an improved Emergency Response Protocol.

-Developed an enhanced and expanded inventory system for parts and materials to aid in after hours emergency situations.

-Implemented a system wide SCADA system including a new communications tower that also improved communication for the Police, Fire and Public Works Departments.

-Developed a Capital Improvement Plan to secure funding for needed upgrades within the collection system, pump stations and the Biddeford Pool Treatment Plant.

-Developed and implemented formal preventive maintenance programs for the collection system, pump stations and the Biddeford Pool Treatment Plant.

-Developed and implemented an aggressive cleaning / inspection program for the collection system.

-Implemented a major I&I removal program for the Biddeford Pool collection system.

-Implemented a major odor control program for the combined sewer system.
Planned and implemented significant odor control improvements at the Biddeford Pool Treatment Plant.

-Instituted a comprehensive grease control and monitoring program.

-Implemented formal training schedules for his staff of treatment plant operators, pump station technicians and collection system personnel and made safety in the work place a top priority.
