Howard Carter Presented with Roger Gagne Award for Long Term Service
to the Maine Wastewater Control
Association at '06 Fall Conference

Howard Carter, Deputy Director of the
Saco Wastewater Treatment Facility, served for many years with the Operations Challenge Team in the
early '90's; both as a competitor and a coach. He also served MWWCA as 2nd
Vice President, First Vice President, then as the President. After that Howard became the
MWWCA representative to NEWEA and will serve out his term this year-
2006. Howard did a great job at NEWEA facilitating the annual trips to
Washington, D.C. by MWWCA officers. He was very smooth, polished and
capable - a true gentleman. Howard was also very instrumental in
working with Vivian Matkivich, NEWEA and Ruth Hallsworth on getting
the Stockholm Junior Water Prize competition established in Maine
schools. He plans to continue to serve MWWCA as the next Convention
Chair.
